I am directed by Mr. Secretary MacDonald to

transmit to you, to be laid before Viscount Halifax a copy of a telegram which has been received from the Governor of Hong Kong, in which he asks that important diplomatic telegrama exchanged between the Foreign Office and Hic Majesty's Ambassadors at Tokyo and

Shanghai should be repeated to him.

2. Lord Halifax will appreciate the immediate

interest and importance to the Governor of Hong Kong of any developments of the political situation in China and Japan which may affect His Majesty's

Government's policy in those countries.

In view of

the importance in the Far East of the Straits Settlements, particularly from the standpoint of Imperial defence, Sir 3honton Thomas has expressed a

similar need to be kept fully informed of any steps
